why are so many proposals being answered wanting to contact outside the platform it is almost like they are trolling the new comers.

  Newcomers or not, all should be aware of PPH terms and conditions.  Being new here is not relevant.

  I have been answering back letting them know that it is against the policy. Then they have been canceling the project right after. But, it does waste bid credits. 😕

  Why don't you cancel your proposal when they ask to go outside of PPH?  You'd get your credit back.
