What should I do if I didn't know my client was a scammer but their account had already been deleted
A client approved of my proposal and asked to communicate in telegram, he said he would pay me 3.5K USD to do the work and so I did, then came an email that said I was paid but not going to be reflected if I had not paid a refundable linking fee, I head over back here to see that his account was deleted. I already submitted the work and I fear that it is indeed, a scam.

Of course it's a scam.
Plus, you have breached PPH Terms and Conditions by communicating outside of the platform. You should always get clients to put deposit money into the Escrow System, so you have a level of guaranteed payment. Didn't you think £3.5K USD was overpriced? It's a lure to get you in their system. Greed wins out.
