Developer charges

Hi - we instructed a developer to create a new management system for us which was eventually completed last year. We have since had to go back to him because we have a new developer creating a new system for us (because the original guy made such a mess of it). We now need access to the root SSH server to retrieve 4 SSL files to set up new Https and the developer is trying to charge us for retrieving the information we need. Is this normal practise?

  Up to the freelancer and not PPH on fees as initial project was completed then yes they can do this.
