Hi, I've declined someone but now want to work with him. Is there any way to change the proposal from DECLINED to ACCEPTED?

  I think you should be able to send him a message asking him to make another proposal in the same workstream. Alternatively you could go to his profile, click on contact, and invite him to make a new proposal.
