Do I need to open a new job if I've worked with this person before?

I am happy with one vendor's work and would like to re-hire for another project. Do we need to open a new job proposal? We'd like to avoid having so many proposals to go through, it'll also be a little false as we already know we'd like to work with a specific vendor. Thank you,

  Just create a private job and invite that seller to make a proposal. The job description can be as detailed as you wish (although the job is 'private' it will be seen by the world).

  There's nothing false in doing it this way.
