can I post a job to one person?

I want to post a job / proposal to one person only can this be done?  I already worked with this person in the past and happy to give them the job

  It's quite amazing that it's not possible on PPH a mere SEVEN years after they started.

  The best you can do is create a private job (private in name only - the world can see it) and invite your favoured freelancer to make a proposal for it. Only those that you invite will be able to make a proposal.
