Unable to send proposal

Hi,
I am unable to send proposal to the following job: http://www.peopleperhour.com/job/translation-in-czechoslovakian-588796
as it says it isn't related to my skill but I have both Slovak and Czech Translation showing in my profile (Czechoslovakian doesn't exist), and I've checked other people profiles, who also applied for this job and they don't have anything different in their profiles than I do so I don't understand...thank you.
