Force buyers to input their budgets

As a designer its extremely frustrating seeing so many jobs available that do not have a budget associated to them.

Considering I only have a certain amount of proposals I can submit, and know that without the buyer specifying a budget I'm just going to get someone offering their services for prices I cannot compete with.

If their budget is low I can steer clear of wasting a proposal credit on the job.

I've started to use PPH less and less due to this, I cannot compete with people charging less than £10 an hour.

  There is a new feature in place for mandatory budget scale. $ (low rate and inexperienced), $$ (average rate, intermediate experience) and $$$ (high rate, most experience).

  The site does not make it clear how to set budgets nor do sellers display either per hour or cost when job is explained. Tried freelancer and had this same problem. I will give upwork a go to see if they are more helpful.
