Make the "Seen" notice permanently

As a user, ISBAT see that EACH message in the workstream has been seen or not - permanently.

Right now, I can only know if a message is seen or not before I reply. It would be great to have a way to know that EACH message has been seen and with details.

E.g.
Seen by NAME on DATE TIME TIMEZONE.

"Seen by Madir Pakir on March 7, 2016 1:13 PM GMT +8"

Another way of doing it could be a check box that says something like "Check this box to confirm you read and understood the message" for audit trail purposes.

  I agree, new user here and without that permanent SEEN I don't know if it was seen or not unless I am there to witness the notice. I refresh my screen and still don't know.

  Nearly two years later nothing has been done in that regard. It could help the communication greatly.
