Job cancellation

Hi, I noticed that a lot of people, whose jobs I bid on would cancel their job in a matter of a week, while asking a lot of questions such as can you do this free sample for me me before we start, and then go ahead and cancel the job post like it was not that big of a deal.

As far as I understand this site does not employ the same model as 99designs, so I don't understand why job givers here are so misleading? Is there some kind of penalty that they receive for job cancellation ? Is there a better way to protect the person from these acts ?
