If I cancel proposal because the amount, and submit again, will it consume 2 my proposal credit?

  Yes it will consume two proposal credits if you cancel your proposal and submit a new one. This is currently something our products team are looking in to.

  My Dear Adrian, what can I do if I cancel the proposal sent by me, Bayer is not accepting the proposal and not rejecting it, here I have 15 credits stuck, I am asking for your cooperation, and I am hoping to get my credit back.

  Adrian is a freelancer -  not a PPH employee - and he was on this site 8 years ago!  It's a long shot for him to answer you, but why don't you just call it a day with this client and just cancel your proposal?
