Buyer wasted my time and now won't pay

A buyer for a job I have been working on has been communicating with me to help design him some swimwear. It was taking a very long time, I had spent a total of 15 hours working and creating 30+ different revisions of this swimwear, until the point where I asked him if he was simply wasting my time. He then cancelled my proposal. I have wasted a very large amount of my time and received nothing for it. What can I do?
