WITHDRAWAL FROM PPH WALLET REJECTED DUE TO TECHNICAL ISSUES

I requested a withdrawal from my PPH wallet on March 28th to my Paypal account. Now I see it has been rejected due to technical issues and the amount refunded to my wallet. I need to transfer this money to my Paypal account. What is the problem here?
