Unable to contact a client

Recently I was contacted by a client who expressed her interest to assign me some writing tasks, however when I tried reverting to her message, the 'Send' button wasn't highlighted and I saw this message just below the send button.

"The specific Stream has been blocked because Long- Term Article Writer Needed has been moderated. Need some help? Contact our amazing Customer Support Ninjas."

  The workstream was blocked as your buyer is no longer a member on PeoplePerHour. Please let me know if I can help you with anything else.
