I paid $6600 to a vendor who failed to get the job done. Is there a way to get my money back?

Hello,

I paid $6600 to a vendor who didn't deliver. At first, he wanted 50% in advance. I paid it. After 3 months I managed to refund the other 50% that was in Escrow. Is there a way to get back the $3300 that I already paid to the vendor while ago?

I've used PPH a lot (spent around $50k so far) and honestly I'm loving it, but in case I don't have a possibility to get back my money back - perhaps you could ban/suspend the vendor?
