Clarification Board

I was under the impression that it was not allowed to suggest making contact via the Clarification board, yet virtually every job I look at has at 3 people asking open question like "when do you want it" "budget" etc blatantly just to open a dialogue with the vendor. Also numerous people just ask for contact to be made or add company names, web addresses etc. If PPH now allow this kind of clarification questions a formal announcement should be made, so that genuine members such as myself who pay for bids/contacts can stop paying and join the free bandwagon. I have reported around 20 such contacts in the last month or so and had no reply form PPH. So I assume that nobody at PPH has check my messages
