How is working locality based search because I cant see myself there?

Hello, I want to ask that why I am not shown in the list of Slovakia freelancers here: http://www.peopleperhour.com/freelance/bratislava
I think that I fulfill all conditions needed to be there but I cant see myself. Thanks for responses.
