proposal bonus

Hi, I'm not very happy about the way proposing for jobs work. In my experience you have very little chance of winning a proposal when you are new to the site. I think users should be able to get a bonus when they propose a certain amount of times and dont win... ie after 5 proposals with no success you get the 5 back again or something like that.. I only joined last week and have already used most of my proposals with no success.
