Guy said he would do job after I paid him (through PPH) I paid and he didn't do it, and when I left negative feedback he told me he isn't going to do it now because I left negative feedback

  payment should be released (invoice paid) only when work is delivered.
  escrow is your protection.

  Contact PPH, open a ticket explain how/why you paid before delivery, they should help you
