Why has quality of the projects on PPH declined?

A few years ago I used to able to find decent budget projects here but now its like every second project is offering dirt cheap rates with no proper explanation on the project scope. (If fixed budget projects are converted to an hourly rate, it comes out to be $1/hour or even lower)

Also why is budget not mentioned for all projects and instead $ or $$ or $$$.
