“This stream has been blocked by the CS”

I just tried to send a message to the programmer who has been doing work for me, and the "Send" button has a notice “This stream has been blocked by the CS” and clicking the "Send" button does not cause the message to be sent.
What's going on?

  We are sorry for the inconvenience.

  We have chekced your workstream and found that your seller Oliver D. is no longer an active member of PPH that's why your workstream was blocked. Please note that if once the workstream was blocked we cannot unblock it. Hope this is clear.
