Is there any issue if i report an user for want to pay after work?

One of my client want to pay me after work done!! Is that acceptable or will report against her?
I am confused about that, please give me right answer.

  Hi Md,

  Many thanks for your question.

  You must first submit a proposal for the amount in full. The buyer must accept the proposal for funds to be deposited in escrow, ready for you to start the work. Once this is done, you may begin the work and once you have completed, you must submit an invoice for the buyer to accepted to release the funds from escrow.

  This way, you will not be paid until the buyer is happy with the work produced but you have the security of the funds being in escrow.
