Cancelled refunded job

Hello getting this for a job that I have outstanding

The specific Stream has been blocked because HK D. is no longer an active member of PPH.

I have been refunded but the reason says

Refund. Hey HK, can you please refund me the following amount?
Reason Member deactivation

We have been charged £9 for this. Is that correct.?

  Many thanks for your message. We charge a refund processing fee and that is why you were charged £9 on this transaction.

  But I never cancelled the job ..... the seller did..?
