Refund of the Payment

I made a credit card payment to PPH of £ 45.00 in total. The seller did not started the work due to some family concerns and told us go for refund. I requested a refund. And PPH emailed me that £ 42.75 has been refunded to my PPH account and I am subject to a refund fee of £4.28 which was deducted from your PPH Account based on the refund and cancellation policy. But when i checked my PPH account i only got a refund of £38.47.
So my concern is the deficit of remaining amount of £ 6.53 which i am not paid. Can i get the clarification of the same. Also since i made the payment through Credit Card, how can i get it credited in my credit card again.

    Thank you for your revert. In the meantime can you please help me as to how to transfer the amount back in the credit card.
