Yes. I got one just after I created an account. He sent me the following message:

    You’re welcome
Kindly contact the project director via telegram to get more information on how to proceed
    Username: @Jamesfreeman208

I want to report this but can't find a report functionality.

The report functionality is at the bottom of EACH project - it says ' Send feedback for this project.'  Click it and there's a drop down menu.

And yes, there are many scammers here - probably more scammers than genuine projects.  Clue being 0 previous jobs posted + high fee proposed + lack of detail in the project brief.

Someone asked me to design 9 book covers, and I have completed them now. They mentioned that the company only pays after receiving the designs. What do you think? Should I send them the files, or should I tell them I won't send them until payment is made? Please excuse me; I am new to this platform, but I really like it. I would appreciate your advice.

Is there any indication next to their profile picture that suggests this client is trustworthy?

Is the deposit money in Escrow?  You shouldn't receive money before you've sent over the designs.  They have to trust you as well, remember - but is this a genuine project which has been accepted on the boards, with a deposit made.

I don't like the sound of 'someone asked you to design 9 book covers.'  Did you have a proposal accepted.

Also - read the guides.  Being new doesn't cut it really.  Wise up on your rights. Learn how it works.

He said he would pay through my account and not through the site.

There you go! Massive red flag.  Would you trust a stranger off the street just on their word? Of course not.  PPH rules are in place for a reason.

Indeed, I will not agree with anyone outside the site. The question is, why do they do this, and what do they gain from it? Thank you very much, Ms. Nancy.

They either want their job completed without paying for it - OR and this is most likely they want your bank account details to be able to scam it.

You won't get paid anyway.  Why waste the 120 dollars?
