Buyer not responding after artwork sent

I'm having some real troubles with a buyer. I picked up a project of his and sent a brief over of 1 weeks work which he accepted. We agreed on payment of £35. I sent him the artwork and made any changes he desired always on or before the deadlines we agreed.
He then went on holiday for 2 weeks giving me no notice. I therefore sent him over the invoice for payment assuming it was complete as he hadn't replied to any of my messages asking for changes.
He then declined the invoice and said he still wanted changes made and would respond when he got back from holiday. This took us to the 3 week mark, and whilst I don't mind the brief running over the agreed time if its due to design revisions, he wasn't willing to tell me what changes he wanted.
He was also due to send me some assets to go in the brief within the first week, he still hasn't done this.
It's now 4.5 weeks on - he's told me what changes he wanted which I've made. I've sent him over the revised artwork and asked for the assets that were now 4 weeks late by last Friday. I haven't heard anything since. He's now got finalised artwork (minus the couple of assets) and is unwilling to respond to me.
What can I do to get a response and payment I'm owed?

Many thanks for your message.
If the buyer has finalised artwork then you may now submit an invoice. If the client does not respond, your invoice will be automatically paid in 14 days providing all of the funds are in your escrow account.

The buyer has not finalised the artwork, he's still due to send me 2x assets that need to be added to it in order to be finished.
He was meant to send these over 4.5 weeks ago and still hasn't. I can't raise the invoice because he will just reject it as it's not finished, but then everytime I ask for the assets or changes he ignores my messages.
What can I do?
