I would like to give some feedback regarding payments and job descriptions .
1)Payments
I understand you might have your business model that reflects your fee system, but I think it would be more encouraging to pay an annual membership upfront for both buyers and sellers.
There is a website www.childcare.co.uk that works like this. It is a different business, but both childcare professionals and parents pay a monthly fee to have full access to the website and it works very well.
I think you should have the same system here.

2) Job descriptions
second feedback point is about the description of the jobs. It is very difficult to give an accurate quote to the clients if they post very vague jobs descriptions (example : "I need 5 CAD drawings"). You should encourage clients to be more detailed in their job advertisements.
