Paypal account verification asking for utility bill.

Hi,

I'd like to know

1. If I can provide the utility bill under my father's name, since I live with my parents.

2. Does the screenshot of the instruction below mean I only need to provide the utility bill in order to have my account approved ?  Thanks.

  Hi, I asked one of your staff about Why my paypal account is still pending though all my documents have been approved? But it's still unsolved. Thanks.
