I need 10% fee back

I have paid $100 to a seller and he promised me to complete work within 2 week, I have requested refund as he didnt complete the work within mentined TAT, its more than 3 week. it was 100% fault of seller, then How can PPH charge me 10% fee?

 

Do you guys have good explanation?
