Work stream payment accepted

Please can I get some assistance, I paid for an agreed work stream with a designer who had promised to deliver work to me ASAP. Unfortunately I have not heard from the designer for two months now. How can I retrieve my payment or transfer it to another designer?

  Many thanks for your message. I'm sorry to read that. You can ask the seller to issue a refund and you can then use those funds to hire another designer.
  Please let me know if I can help you with anything else.

  The seller is not communicating with me. I haven't heard from him. So I am not sure how to go about it.
