Transaction failed but it deducted money from my skrill account

Hi ! I tried to pay a freelancer $22.50 but i only had $15 in my escrow , so pph asked me to add money when i tried to pay . i use skrill to deposit money to pph , and i followed the procedure . It took me to my skrill account and when i clicked pay, there were a failed notice . i tried again again i was successful . but the problem is it deducted money twice which cost me $16 where it should have been only $8 , where is my other $8 ?
