Payment Account Verification

Hi, I tried to withdraw funds from PPH account to paypal account but when i am withdrawing it indicates to verify the account and land me to a verification tab where i have already submitted my Voter ID which is the most valuable ID card in india but it shows red icon there and today i attached my mobile bill also to verify. Help me out in getting it verified.
