Clarification questions going through moderation

Hello,

Could I please be informed as to why my questions aren't going through to the person who has posted a job?

Each time I send a question, it never goes through, and they're usually always very important to the project, yet I see the same copy and pasted, barely legible questions time and time again from the same people posted on every job?

Any help would be great.
