Hello

I sent the money to skrill, but issued:

"Note: Invalid response from payment gateway. 403"

Can you help me ? what this?

  Hello Kostyantyn,

  At the moment there is a technical issue with all Skrill Accounts in your currency and we are waiting for it to be resolved. There is not time frame provide so it could be later today or tomorrow.

  Now, I can see that you also have a Payoneer account. If you cannot wait until the issue is resolved by Skrill, you can request a Payoneer Withdrawal, which should be approved later today.
