Misleading emails from PPH

After completing my first I've started getting emails with the subject "you have been selected to bid first for the Job". And in message body its mentioned "Plus, applying now means you won't use any of your available bid credits!"

Actually I don't have credit to apply jobs. So whenever I apply these jobs (even in short time after getting mails) PPH shows popup about asking me buy credits.

Is it luring tactic by PPH to make developers buy credits? If that is so its so unethical and annoying. Unfortunately it more seems like it. People are not inviting me its PPH sending me emails relevant to my added expertise and wanting me to buy credits in order to apply for jobs.

But why misleading wording is being used in message body? :(
