Refund, unskilled seller

I have just paid deposit to an incompetent seller. The job he has delivered as preview is not what I described and expected. Can I get refund? I will refuse the job. I just trusted the reviews and now I'm totally disappointed. The seller hasn't even got the skills.

  The better way to get refund is to discuss this with the seller and get refund with mutual understanding, other long process is the file the dispute if seller  dont want to refund the money but that is long proccess. also if seller has given a good amount of revisions either he send the final files or not (depend on the work you ask him to do) its 50% chances are the support team split the amount between you and seller. 

  my personal advice will be to discuss and give detail feedback to seller why you want the refund and dont accept his work.
