Application rejected for not meeting requirements

Good afternoon, 

 

I was wondering if someone could tell me why my application to PPH was not accepted? I would really like to know as I spent quite a lot of time preparing it and had hoped that it would lead to some additional work for me outside my main job. Any advice or guidance would be greatly appreciated.
