Need to request refund. workstream is closed. Money still in escrow . money was in escrow and pph deemed my posting as a violation. wheres my money????

The seller doesn't respond to my refund request. I have requested for refund on 4th of October, 2016 since he crossed many no of days post the deadline set.
As part of your policy it says, if the seller doesn't respond, I will get refund in 3 days.
