Invoices for PPH Fees

Hi,

When PeoplePerHour charge a fee they state they will add VAT, however if your a company in Spain with a VAT number, they can't charge you VAT and they will need to show the transaction took place with VAT being charged at 0% due to Intra Community Rules, do they actually do this?
