Bidding system up-gradation

I have noticed few unusual matters. When a new job has been posted, within a minuet multiple couple of bidders bid to that job though the post description is too long to read and understand and may need more than few minuets. Again, those who bid too early they didn't read the post properly and rather they fill up proposal details as a built in CV and those who read the proposals properly and the bid to that job, they may have missed the first bid option as well as loose their credit limit. Which is hampering the reputation of PPH. I hope PPH will take this issue seriously and take necessary steps to restore the quality of PPH and bring some improvements as well.
PS: I have a suggestion for this issue.
At first prevent the instant bidding system after every job being posted for every bidder. There can be brought some time limit in respect to each job description(it can be 4-5 minuets, may vary to the given job description). When any single bidder opens the job web page for the first time, he/she must has to wait at least few minuets to read the description properly then able to bid. For more information, you can check any job post and see the proposals, where you will find many inappropriate bidders bid too early and let other appropriate bidders decreasing their monthly credit.

Are you taking into account that some freelancers with the top rating get to bid on the job first by virtue of the preferential email system? When I get an email that is locked to open bidders, I get all the details in my email, I don't need to go on to PPH to read it before looking to bid on it. I then click answer proposal to place my bit. It doesn't take a minute.
To be honest, it makes no difference nine times out of ten, as the client will not pick the first person who bids.
