Hassle between fixed price and budget

I just have bad exprience, when I was buying simple work to php file. I have a very simple case, all files and instruction´s in job ticket. So I make a job to transparent and clear.

I get offers, and I excepted one. Make a payment. Then freelancer is starting to ask about budjet. I was confused, then I realiced he wanted more money! When I start to ask what´s the bromlem, freelancer claim that he understod something wrong.

He did job fast and I release founds. I rated freelancer to 4 stars, because this pricehassle.

After that he start to send messages like this to me:
"We would be highly grateful if you can please change your review to 5 star, thank you......"

First he tryed to cheat me and now he wanned good rewiew. What a pro?

I refuse to do that and he renvenge to rating 4 star to me as a buer.

Well, I think I have to go somewhere else whit my money and clients.
