I keep getting a refusal although my hourlie is very clearly and precise. What is the problem?

  Hi PPH,

   

  Here is a problem in my hourlie, it's showing me (Unfortunately this Hourlie was declined because it violates PPH Terms & Conditions) why did it showing me this? and also I cant edit it, whats the matter please let me know.
