Clarification board question denial

What is wrong with PPH's moderation review? People ask questions and advertise their skills on the clarification board, and those questions get approved. On the other hand, if I ask a simple general question about the project, it gets denied??? I have a number of projects on which people have advertised themselves in the clarification board and their requests/questions were approved....
