Refund fee deducted from buyer account upon cancellation by the seller.

Hi purchased an Animation video job on PPH and made an initial deposit of £100. The seller couldn't continue the job due to the time issues and conflict with his other job and refunded £95 on the 2nd day of work.
Now PPH deducted an extra £9.50 as the refund fee. It's the seller who cancelled the work not me. The job didn't even get done and I wasted 2 days for looking and preparing the project. I don't know what am I getting charged for here?? This doesn't make any sense.

Who should I complain to regarding this?
