Spamming the Clarification Board

Morning everyone, could anyone tell me why, when I look through available work to bid on I constantly see freelancers abusing the Clarification Board with messages like:

"Do you have a definite deadline? Is this project still open?"

"Can you please share all details??"

"Could you share any specific ideas or inspirations you have in mind for the design?"

"Do you have any specific brand fonts or color schemes you'd like me to use in the signature design?"

"Thank you for submitting [insert copy and paste from job description], is this project still open?"

Clearly most of them have a poor grasp of English, but what do they hope to achieve from this?

Plus, every post to the Board goes through an approval process - how are these getting through?
