Would all communications be done through people per hour as I am accepted for a project however they are asking me to telegram? I feel this is not proper procedure?

Read the guides. Never communicate outside of PPH. They are scammers.

You are NOT accepted for a project if they don't submit money into the PPH Escrow system. It's there to protect you from rogues like this.
