How binding is proposal figure?

In video editing a lot of job requests ask you to put a quote on the length of a piece of string. If one plays safe and shoots for a figure for 10 hours and the job then is delievered in less imte, is it possible to take this into account when invoicing are am I bound to the proposal figure either way?

I'm new and haven't had a job yet so just want to check this.
