Paypal payment not approved what now?

Hi there,

I know my paypal payment wasn't approved due to default information but I have now opened a new one with accurate information. Please confirm as it's still pending also because of that my invoice was cancelled and i can't receive the payment. the work is completed and the buyer has paid but now after the cancellation, does it mean that I have to request the buyer to pay me again?
