refund of refund fee

Hello, I purchased a job and put the entire amount into escrow as the seller required to move forward. The Seller had promised to deliver high-quality influencers, but  he has not been able to deliver and he agreed to a full refund

so WHY should I be charged with a 10% fee for his refund??? why the $100 fee? that is nuts.

Please refund the full amount to my account ASAP as this wasn't anything of my fault.
