What does it take to get my money back, without negotiating with freelancers who do not follow my directions?
This past week, I have had two freelancers who do not know how to follow instructions that I give. I have already requested refunds from both of them, but the other day, I opened a request from one of them, Mary, which the support team denied, saying "Refund cancelled. Possible negotiation terms from Freelancer." I don't know what that's supposed to mean, but that makes it sound as if I'm supposed to negotiate to some extent with someone who already did not listen to me when I gave clear instructions.
Nevermind that someone I had reported the other day was told to send invoices only when "the project is fully completed and the Buyer has confirmed that." With these two, the only way to get a product I'd consider "fully completed", down to every last instruction I had given either along the way or from the very beginning, would be to keep giving the same instructions again and again like an idiot, and even that seems unlikely to work. If the team previously responsible had actually read my stream with Mary when I raised my first refund request, I believe they would understand why I refuse to work with her anymore, so I don't know whether there was some actual reason why my refund was denied then or someone simply dropped the ball.
I only raised another request to block each stream temporarily, to protect myself from invoice after invoice from these people, since they wouldn't shut up and are too thick to wrap their heads around what I had already specified was wrong with their respective projects.
At what point would the team responsible realize that a given freelancer is simply not worth my time, energy, and money? At what point would I get an enforced refund, without having to negotiate with someone who would clearly just continue the same old bullshit afterwards?

Okay, so I've had my money refunded from both those people, but they are still spamming me with invoices. (Why is there no block feature on this site?)

Those workstreams don't exist anymore. I'm wondering if they're scammers. Either way you have to be increasingly more selective as to who you work with. So many people on this site are NOT freelancers. They are just looking to make extra money, ie little work ethic, or indeed skill.
There isn't a block feature, but there is a 'report freelancer' option. That's as good as it gets.

Contact him directly, and you should get a refund without any negotiations.
(Unfortunately, I can't seem to remember where I contacted someone originally, when customer support was closed for on a weekend.)
